波尔特是DFKI所属的深度学习能力中心主任，长期从事多媒体分析和数据采掘研究，曾获麦肯锡商业技术奖和谷歌研究奖。DFKI是德国首个以公私合作伙伴关系（PPP）模式建立的大研究中心，分布在凯撒斯劳滕、萨尔布吕肯、不莱梅、柏林等地，主要负责应用性基础研究、产品功能及样品开发、提供专利方案等。
波尔特介绍，2013年德国政府提出的“工业4.0”战略就涵盖了人工智能。“工业4.0”战略着重在制造业等领域利用互联网、人工智能技术，将人与机器、机器与机器连接起来，实现智能化操作和智能化生产。之后，在联邦教研部的倡导下成立的“工业4.0”平台，将研究机构、大学和企业的研发力量集中到一个平台上，大大推进了人工智能在这个平台下的开发和应用。联邦政府为这个平台前期投资了2亿欧元，并带动了工业界和民间的投资。
人工智能与认知系统、会学习的机器密切关联。因此，2017年9月，联邦教研部又启动了一个称为“学习系统”的人工智能平台，这是继“工业4.0”平台之后，德国政府推出的第二个以数字化为主题的研发平台。这项计划是通过开发和应用“学习系统”，使未来的工作和生产更加灵活和节省资源，提高工作效率和生活品质，促进经济、交通和能源供应等领域的可持续发展。联邦教研部部长万卡表示：“我们必须从新的角度来思考人工智能，它就像‘工业4.0’一样，将带来深刻的变化，在德国起到系统性的推动作用。”
投资力度不够 发展模式不同
德国新一届政府在其组阁文件中曾6次提到人工智能，足以显示重视程度。但与中、美相比，目前德国的投资力度还远远不够，政府在项目上的投资仅数亿欧元。而中国政府在2107年出台了详细的人工智能发展规划，将投入数十亿美元。在企业界，美国的Big Five（微软、谷歌、苹果、脸书和亚马逊）和中国的BAT（百度、阿里巴巴和腾讯），投资人工智能的研发费用约为200亿—300亿美元。
波尔特博士介绍，德国除了投资力度不够外，与中、美两国明显不同的还有发展模式。中、美两国在互联网技术方面具有优势，Big Five和BAT都是网络巨头，以其IT和网络优势带动人工智能发展。而德国的优势是高端机械制造业，即便是在DFKI这样的人工智能研究机构，很多科研人员也是来自机械工程系。他们可以做出很像样的硬件，但在软件开发和应用方面略显迟钝。
